8.“Decision of the Council of  Islaic Ideology of Pakistan”
• The Council of Islamic Ideology (CII) of Pakistan, in its 242nd session, has issued a landmark resolution recognizing the medical and ethical work of the Birth Defect Foundation.
• According to the Council’s ruling, ambiguous genitalia (intersex condition) is a congenital defect, and Islam permits corrective surgery to restore natural biological identity. The Council affirmed that such medical treatment is fully compliant with Quranic principles and Shariah, as it seeks to correct a birth abnormality rather than alter divine creation.
• The Birth Defect Foundation conducts intersex corrective surgeries in strict accordance with Islamic and ethical medical standards, ensuring every procedure aligns with compassion, faith, and science.
• In contrast, the Council clarified that transgender identity stems from psychological and emotional factors, known as gender dysphoria, which requires psychological treatment, not surgical alteration. The Foundation does not perform any transgender surgeries, maintaining full adherence to Islamic teachings.
• Furthermore, the Council declared that Zakat, donations, and charitable contributions toward the Birth Defect Foundation are permissible under Shariah, as the organization’s mission directly serves the cause of medical welfare and human dignity.
• This declaration marks a historic achievement — a profound moment where Islam and medical science stand together on one page, working hand in hand for humanity’s well-being.

 Birth Defect Foundation’s Lifelong Support for CAH 46XX Patients 
 
CAH (Congenital Adrenal Hyperplasia) is a congenital condition that affects children with 46XX chromosomes, and about 97% of these cases are female. In this condition, the genitalia are not clearly formed, which can cause challenges later in life related to marriage, family life, and fertility.
For these children, two lifelong medications are essential for survival and well-being:
Hydrocortisone
Fluronifn 
These are imported and very expensive medicines that must be taken daily throughout life.
The Birth Defect Foundation provides these medicines 100% free of cost to all children affected by CAH — regardless of whether their surgery was performed by us or elsewhere, and without any discrimination of financial background.
Families coming from distant areas are given a two-month supply to ensure uninterrupted treatment.
Every three months, dose adjustment of these medicines is crucial. For this purpose, we are deeply grateful to the Care Foundation USA and their Medical Director Dr. Kiran Sue, who generously conducts online OPD sessions from the USA every three months. During these sessions, she reviews each patient’s condition and adjusts their medication dosage accordingly.
Through her dedication and guidance, many of our CAH children have shown remarkable improvement and positive transformation — bringing hope and happiness to their families. 

Congratulation
Birth Defects Foundation has been granted a tax exemption certificate for a period of three years.
Now, both organizations and individual donors can have their donations declared tax-exempt.
Companies working under Corporate Social Responsibility (CSR) and individual donors can obtain the tax exemption certificate issued by the Birth Defects Foundation to avail income tax relief on their donations.

The Journey of Success (2017-2025) – Birth Defect Foundation.

The Birth Defect Foundation has made remarkable progress from 2017 to 2025, particularly in its efforts against the 2018 Transgender Protection Act in Shariah Courts. Collaborating with the Islamic Ideology Council and scholars from all schools of thought, the Foundation successfully delivered a clear message to both national and international media, distinguishing between transgender and intersex individuals from the perspectives of Islam and medical science. It is a great honor for the Birth Defect Foundation to have the following distinguished personalities as brand ambassadors:

I.Khawaja Junaid – Legend of the Pakistan Hockey Team, member of the Olympic and World Cup-winning teams, recipient of the Pride of Performance Award, and a selected member of World XI. Spokesperson for the Prime Minister and Chief Minister of Punjab, ii.PJ Mir former fast bowler in Pakistan’s first Cricket World Cup team, and a prominent TV host.

Formation of an Advisory Board for Intersex and Transgender Education
To develop a structured curriculum for intersex and transgender education, an advisory board has been established, comprising:

a.Dr. Qibla Ayaz – Former Chairman of the Islamic Ideology Council, Former Vice-Chancellor of Peshawar University, Appellate Judge, and Current Member of the Supreme Court’s Islamic Ideology Council.

c.Prof. Dr. Afzal Sheikh – Former Dean, Children’s Hospital & Arif Memorial Hospital.
d.Dr. Amjad Tufail – Head of the Psychology Department, Lead University.

Third Part: Ongoing Success.

The Birth Defect Foundation continues its journey of success through dialogue with scholars from various schools of thought on the difference between transgender and intersex individuals in Islam. The discussion also covered whether Shariah permits medical treatment for such conditions. Scholars from the Islamic Ideology Council and Shariah Court unanimously agreed that Islam and medical science are aligned on this matter.

The Karachi Darul Iftitah scholars, while issuing fatwas on the treatment of intersex and transgender individuals, referenced the Birth Defect Foundation and its chairman, Ansar Javed, as their position aligns entirely with Islamic teachings.

In 2023, the Islamic Ideology Council presented this stance at the OIC conference, where 250 scholars from 50 countries unanimously declared that self-prescribed gender identity has no basis in Islam. This is the same stance that led the Birth Defect Foundation to win its case in the Shariah Court.

Notably, international figures like Donald Trump and Elon Musk have expressed views on this matter that align with Islamic scholars and the Birth Defect Foundation’s stance.

The Next Milestone: A Teaching & Rehabilitation Hospital
We are now working to acquire 20 acres of land to establish a state-of-the-art Teaching Hospital, Research Center, and Rehabilitation Facility. This hospital will provide specialized treatment for intersex and transgender individuals, alongside general medical services for all.
